Abel Harding: City leadership must reflect the community

There are some who view the City Council’s vote on proposed changes to Jacksonville’s human rights ordinance as a defining victory for the city.

The legislation, which would have added gays and lesbians to the city ordinance that prohibits discrimination based on race, religion, age and other factors, lost by one vote.
