And now Vikram Sunderam, executive chef at Rasika in Penn Quarter, is the Restaurant Association Metropolitan Washington’s chef of the year, an honor he earned Sunday evening as part of the annual Rammy Awards gala at the Marriott Wardman Park hotel.
